I don't think this is an ultimatum.
The language which conveys a penalty for slow players can be altered. Even though it IS the main reason everyone wants clocks... If we want to soft pedal it, we can. My posting was an idea of another way to approach it, and in 10 minutes I composed an EXAMPLE of a possible "petition". I could write it, or Stick could or CJC could if you want it to be strawberries and cream... But HERE, everyone hates delays, and some are willing to boycott tournaments because of it. Why pussy foot on the issue?
TRY getting everyone who wants to contribute to a forum in Vegas! Or LA, not everyone can go to the west coast... But anyone who is interested in signing a petition CAN, or they can authorize someone else to...
And the petition is an accepted American way of getting something on a ballot, you know what I mean, guys?
MCG voiced concerns over specific phrases I used... That is great! It makes sense not to make it sound punitive or whatever... So change the verbiage and get on with it. Appoint someone to draw up the document... and when everyone is satisfied... It can be presented to the Directors, whether they are assembled or NOT.
