Frankly, I wouldn't even be surprised if the actual tournament itself was illegal in many of the places where they are held within the U.S.

The state tends to want a monopoly on gaming.

I'm familiar with the Oregon case from some time back, and I know there is a debate between skill vs. luck, but laws are often intentionally murky and open to interpretation, that way lawyers can get rich.
