I support this proposal, and hope that it can be implemented for the 2009 ABT tour. I can go either way on whether to impose a point penalty in 2009 or lose the match for flagging, and have no strong opinion on TC, 2/15, 2/12, 1.5/15, etc.

As far as the cocked-dice issue is concerned, I've never objected to my opponents request to roll on the less-congested side of the board during the bear-off, so I don't see this as a huge issue. I also support minimizing the stopping of the clock for cocked-dice, except in the case when the dice leave the table.

IMNSHO, the best way to ease the fear of clocks by those not used to playing with one is to introduce clocks at the local or lower stakes level. The mechanics of clock play take a bit of time getting used to, ie one set of dice that remain on the board, and hitting the plunger to end your turn. As with most things in life, the more experience one has with playing with a clock, the more comfortable they become. Therefore I really recommend that if you have a clock and support clocks being used, try to play as many matches as you can with the clock to expose clocks to as many people as possible. I believe that once people are used to playing with a clock, they will see what a non-issue it really is in determining the outcome of a match. It will also give us much more empirical data to make a recommendation about proper TCs.
