As far as the cocked-dice issue is concerned, I've never objected to my opponents request to roll on the less-congested side of the board during the bear-off, so I don't see this as a huge issue.

This has been against the US Rules at least since 1990. The reason is that it's very confusing when the rule doesn't apply. (I.e. when does 'permission' end?) It came up a lot (from what I understand) and it was found that it was much better just to say "always on the right, period".

Getting clocks into use is going to be a large enough issue. Trying to change the rules (and I'm speaking from experience) is a much bigger mountain to climb.
