I can't find enough Blue wins, counting the fact that White can win some G's, too. Besides the immediate good/bad scenarios, White can come back after things go against him easier than Blue can, IMO.

1-ply: White covers or hits (with a six) 14/36, enters otherwise 6/36 (probably lifting blot from 7-point?), and fans 16/36.

Partial 2-ply: When White fans, Blue does great on 11/36, improves with 1-1 and 3-3, leaves a homeboard blot 12/36, and does none of the above (i.e. no escape but no new blot) on 11/36. All of these last 11/36 lose a homeboard point in the process.
