Niel, good work on drafting a proposal! It is always easier to develop a good plan by starting with issues and suggestions in a draft form. btw--that is not to criticize your proposal at all.

I suggest that it is unfair to give both players (2009) more time when only ONE player's clock has expired. The other player has NOT earned more time, he simply gets the HUGE boost of an extra TWO POINTS. That is plenty by itself. His time may also run out and reciprocity will then occur.

I very much like the "transitional" approach for 2009, even though I am already using "all matches will be clocked" in our SUPER-32 (masters) for December 2008. And will very likely continue to do so --better control of the schedule and allowing us to go from 11-points to 13-points for all matches.

I see lots of good suggestions for how to handle the acquisition of more clocks into our Championship population. Any of them work for me as TD. I already own ~20 clocks and will consider getting more, but players providing their own is much preferred.
