As a TD with weekly tournaments as well as ABT events, I have already dealt with a "handicapped" player situation. We allow that his "clocked match" (when it occurs) to play with TWO sets of dice.
He hits his clock, and then removes his set of dice from the board while his opponent is shaking and rolling. This allows him to "with difficulty" pick up his dice while not on the his clock time.
This seems to reasonably work out more fairly when his matches are clocked. btw--we do not use the TC method during our weekly events, when clocks are inserted due to matches started late or running late. E.g. 5-point match, each player gets 20 minutes each (unless reduced more if the match is more than 10 minutes behind the "charted times" for each round). Complicated but it has been working and very few matches have been lost due to running out of time (only 1-point given when it runs out, but 5 minutes more added to the offending player's time).
