Why is it so shocking to see luck come into play in a dice game that is 80% luck?

When you say "80% luck", do you mean that the outcome of any particular match is 80% random and only 20% based on skill? Is that opinion generally held among strong players?

When I started playing, I understood that luck was a part of the game, but I didn't think was a big enough factor to enable a relative fish (say, 1500 FIBS) to beat a bona fide world class player in a 7 point match. I was wrong, as that happened at a local tournament. It may not surprise you, but it did me, as well as other people I've related that story to.
