Don't speak for your short time in BG tournaments! NEVER is NOT TRUE!! In my tournaments (ABT) I have penalized a number of players multiple penalty points. E.G. late back from Dinner break, leaving the room and not back for the next match (15 minutes after it is posted).

But of course, you are right in that it is NOT enforced anywhere near as it could be in other's tournaments (and I expect even in mine in some not so observed situations).

As for PENALITY POINTS and clocks-mandatory situations: I strongly recommend keeping the "late penalty points" as is and just adjust the reserve time of the late player by the same amount that is deducted when a clock is inserted into a match already in progress. E.g. 1 minute deducted for each point already scored --but in this case not on both clocks, but only the offender's.
