Assuming proportionality is shaky to me.

No question, few relationships in nature are truly linear. But even mathematicians have to start somewhere. I'd be glad if you developed a (nonlinear) model of matchlengths. In fact you'll see one of mine in a few days.

If as you state (and it makes sense) that the extra time (over the standard 12 s) is often not needed then the 2 hour estimate is a worse case -- a good thing for all involved.
