Keeping in mind that "element of surprise" is an important issue which often affects playcalling decisions, ZEUS likes a pass downfield (>10 yards) best, running second best (1% GWC worse) and a short pass (2% worse than longer pass) least.

I didn't see the game and the gamelog provides insufficient info for me to know what Cleveland's intent was. The passing plays offer options -- such as if the downfield runners are covered, throw it to a back who is closer to the line-of-scrimmage. If such were the case then it would unfair to assign an error for throwing a short pass.
