Double is TCTC here, should be rolled out more.

2. Does the parenthetical 4.1 percent indicate the percentage of drops I need to get in order to justify the double?

Yes and no. 4.1% is the percent drops you need to justify the double assuming your opponent plays perfectly otherwise. In reality the percentage is higher than this. Consider that maybe your opponent will drop cubes early (definitely not this guy, but maybe some other guy). If you double him now and he takes, you're unhappy. But if you double him next roll when it is a correct D/T (or still an ND/T) and he drops, you've gained tremendously. If opp is taking now but dropping after another improvement the 4.1% figure can shoot up.
