Hit also. He has no board yet, you can remake the 21 or maybe get the 20 anchor. Maybe he fans and you get a free roll to make the anchor or further build your board. If you didn't have the ace-point anchor, 13-8, 24-22 might be better, but you've got an anchor, and this helps in the race.
