Well, we all knows that ER are not decisive but only for orientation. Off course you can dance all the time or have all forced moves and play at 0.0 level. Definitely ER which are results of extensive rollout (but both for correct moves and errors) are better than ER after evaluation but who has time for that. So ERs are just for quick comparision and for fun.
Iancho Hristov's rating list is fine and gives us some data and probably it is best existing source about ERs but it is far from conclusive. There are so many players in the world who play consistently on 4.x level and how many players you can find on his list? Well, there are some players who really can play below 3.0 For example I played vs Stick two matches online (11 and 15 pointer) and he played both matches 2.x. Also MCG reported how he played vs Kit in Las Vegas at 2.5. Sander, Falafel, Mochy, Michy, FT, Neil, Bob Watchel, John O'Hagan (sorry if I forgot someone) are definitely players who can play many matches below 3.0.
Okay, maybe everything less than 3.5 should be called better than world class. Stick pointed something similar here. So you have there few more players. Neil also made one post about that here. Nobody loves to talked about names here which is understandable but definitely there is group of players, maybe 10 or more (30) at most who are definitely better than other world class players so they should be called different IMO. There are also Giants list which is on same path. These lists were looking for 32 best players among all world class players.
Or in other words, many players can reach world class level, for example 3.8, if they are very diligent in study and play many years, but never can reach average 3.2 or 2.8 or even more (which will be case these days or in near future) just because don't have capabilities for that (do necessary match in clocked march or remember all those reference positions etc).
