I would take this as Blue. White only covers 17/36 and even when he covers I can enter on the acepoint, hopefully before he has gotten his checkers off my side of the board. Fail to cover + immediate hit happens about one time in six -- that's a very nice swing.

From White's PoV, cover+fan looks like a pretty decent sized market loser. That happens about 1/3 of the time. There are also gammons to be won here. So I double.
