I see more than two plays. Besides the PoH that you mention, consider covering the 5-point with the three and then looking for fives. I see three: 13/8 (the one you mentioned), 8/3*, and 6/1*. Of the latter two, 8/3* looks better since White's best chances may be a backgame and I don't want checkers on the acepoint when trying to defend a backgame.
One thing I always try to remember is that the 22-point goes with ANY other point to make a good backgame. So keeping opp from making the 22-point, when other things appear near equal, is a decent tiebreaker.
With all offense here I prefer putting a second opp checker on the bar rather than settling for the (admittedly valuable) 8-point. Thus I'm down to 3*(2) vs. 8/5, 8/3*. Certainly making the 3-point leaves a much better distribution of builders but "the 5-point is the 5-point". Still a tough choice.
But since opp is now trying for two anchors, how bad is it if one of those is the 20-point? The 20-point is (compared to others) a mediocre point in a two-point combination (backgame / holding game) and by not covering you're not necessarily conceding it to opp, anyway.
So I've decided to PoH and keep my builders nicely distributed.
