We need to consider the risk of making tournaments take longer if everyone using a clock starts to feel that it is their obligation to use all of their allowed time....
I think a key word here (that may be missed by some) is 'obligation'. I assume an opening 3-1 roll will not require 12 s to play and also assume no one will wait 12 s before punching the clock. Although an obvious example, I'm assuming this is at least part of what Richard is saying.
One thing everyone must understand is that digital clocks will not guarantee a match won't take a long time. If there are 10^n moves (n>3, for example) then that match is going to take a long time. A key point is that digital clocks will decrease (by a LOT) the chances of delays in match starting times.
