Taking close decisions in the bearoff when tight on time is a great way to save time. Having some player score one additional point in only 4 rolls is certain to reduce time pressure for the rest of the match.
I think Bill's point is that extra thinking is an exercise in diminishing returns - even on tough plays. He is not saying that anyone should rush their decisions, or not spend significant time on the tough ones, just that intentionally thinking longer than you normally would just because you want to make sure you use all the time to which you are entitled likely has a very small upside with a potentially large downside.
Certainly, there is no downside to using your entire buffer and none of your reserve. I think we've all made whoppers just by playing too fast and not seeing the move that hits or makes a key point.
