The position wasn't gin when the flag fell. A technicality for sure, but the rule isn't written ("if a player whose flag falls has less than a 10^-x chance of losing if played to completion...").
A tough beat for Blue, but he presumably could have avoided it.
The real issue (and part of your point, I realize) is "who/what is to define 'gin'?" Director without consultation? A bot rollout? (Here that might not work if the bot gets to choose how to play the 6-2.) A combination of human(s) and bot(s)? It's getting sticky. The appeals committee? (Some Ty's don't even have one of these.)
Since I still believe the purpose of the clock is to move things along, taking half an hour to decide if a position is 'gin' would defeat the purpose. OTOH, do we want the deep exceptions to override the (time saving) value of concessions? (This situation isn't necessarily a concession, but it's certainly related.)
