In addition to the expected number of rolls to bearoff the variability in the number of rolls to bearoff is also important. For an n roll position and a non-rolls position with the same EPC the n roll position has less variability in number of rolls to get off. For specified EPCs, given the choice the leader would prefer that both sides have a rolls position and the trailer would prefer that both have the pips position.

You cannot just interchange them so I don't see your idea as being useful. Also note that already there are good ways to do such estimations.
