There is no good reason why many or all of these matches cannot be mapped out ahead of time AND keep with the Swiss tournament principle of like records playing like records. A double elimination tournament does exactly this for players up to the point of two losses. So in the end, is the "Indy Swiss" tournament format any different from a Triple Elimination tournament with Progressive Consolation? If not, then make the draw sheets for that and let people play their next match as soon as possible.
I suppose they might be the same if the bracket was full, but if not, the difference would occur in how byes were dealt with. Normal tourneys award byes in the first round, but Indy Swiss saves the byes until first round of "playoffs". Ultimately I'm not sure this makes a difference. But certainly it ought to at least be possible to make the first 4 rounds of Swiss play happen with a draw sheet or at least a pairings sheet created up front. I mean, we know we can at least say "Winner of match A plays winner of match B; loser of match A plays loser of match B".
