So in the end, is the "Indy Swiss" tournament format any different from a Triple Elimination tournament with Progressive Consolation? If not, then make the draw sheets for that and let people play their next match as soon as possible.

If you do drawsheets, you have a choice -- either design a separate drawsheet for every possible number of players you might have, or make a couple (32, 64, maybe 48), and design them to handle a range of tournament sizes. Evidently the community hasn't yet produced someone willing to put in the work for the first option, even for relatively simple formats like main/cons/nonprogressiveLC. The second option doesn't work as well. Any player with a main flight bye must be given credit for an extra win when he feeds into the consolation flight, because in a larger event, he would actually have won one more match.

Actually, this problem also afflicts the "custom" draws that have been tailored to an exact number of players, just to a lesser extent. The problem is this: anytime a match is played between two players whose records are not identical (or *might* not be identical), you have a problem about where to send both the winner and the loser, because you don't know exactly what their records will be. If you know exactly how many players you have, you can get a certain amount of leverage by knowing, for example, that certain second round matches are actually being played between two players who had byes, so that the loser can be sent to the first round of the consolation, with the other 0-1 players. It's not perfect, though, and it gets messier with each additional layer of progressivity.

The Swiss format cuts through all that by pairing everybody according to their actual records. It's labor intensive, and demands that everyone start each round more or less simultaneously. But you won't end up with someone who's 6-2 playing someone who's 4-2 (or 4-4).
