OK, "regardless" was a poor choice of wording. My point is that the tournament will last the most rounds in Case 2 (and, less importantly, there is a certain tipping point where there will be more players eliminated in case 1 than in case 2 for the rest of the tournament, in this case after round 8).

The basic point is that the tournament cannot pay all the guys who are 4-0. It takes much longer for 1/2 field 4-0s to reach 3-4 losses than it does for 1/16 field. Also of interest is that in Case 2 you are beginning a new Swiss tournament with half of your original entrants.

By my figures Case 2 will take 13 rounds to get down to the final ~8-9 players in a field of 64. Case 1 only takes 10 rounds to get down to the final ~8 players.
