God forbid, if you are seriously injured, maybe even rendered a paraplegic, in an auto accident where you were not wearing your seatbelt, and run up medical bills and future care bills in the hundreds of thousands or millions of dollars -- who's paying? Thank you very much.
(And in my little scenario we'll assume you weren't speeding, weren't buzzed, and collided with a tree -- not another vehicle wherein others were also injured, or killed.)
Now I do agree with you, in part, on another related topic. I don't think you can reasonably differentiate and enforce varying driving allowances for drivers. However, I think there should be intelligence, motor skill, hearing, and like tests in addition to simple vision, driving skill, and driving laws tests currently administered to license drivers. In my experience, the vast majority of 'accidents' occur because a moron was behind the offending wheel.
As examples. There is a major thoroughfare near my house -- grade level, three lanes each way, center turning lane. Invariably, a hundred times a day, some moron will be leaving a shopping strip and want to turn left -- meaning they not only have to cross three lanes of busy traffic, but they also must negotiate the turning lane and enter the flow of traffic in the direction they're wanting to go. It never dawns on these idiots that, effectively, at one end, or both, of every shopping center there is a cross street with a traffic signal which would allow them to safely turn left w/o causing an accident or disrupting the traffic flow. They shouldn't be driving.
Also, some moron drives past where he/she wants to go (indicative of their intelligence initially) and, when realizing the error of their ways, immediately executes a u-turn or other ridiculous maneuver rather than making a block and safely (for them and others) returning to where they wanted to be in the first place. They shouldn't be driving.
Sorry for the little rant but you touched pet peeve #21 of #300 today.
