Of course, the opponent may not agree that he's a significant underdog, or an underdog at all. Makes the world go 'round.

Personally, I'm never insulted by any hedge offer (or lack thereof). It's really nothing more than the opening figure in a negotiation. That said, I won't give odds on a hedge to anyone in the world, not because I don't think it's objectively a good deal, but because I consider it psychologically inappropriate. I don't want to start an important match with an explicit admission (to myself, mainly) that I'm the weaker player.
