My $0.02. Just looked at the Atlanta tournament flyer and it doesn't mention anything about whether or not a player is required to allow their match to be recorded. There are valid reasons why a player might not want their match recorded: The fact that it's recorded might result in their making more mistakes than normal or maybe it might make the opponent play better than he would if it wasn't recorded. I'll always allow mine to be recorded but I don't think we should make it mandatory. I don't think we can afford to bar players who don't want their matches recorded from playing in tournaments.
