Here are some equitous ways:

1) Have only the early start and limit it to 16

2) You take the entry fee as though it is a 16 player event. If you get more than 16 then request volunteers to play an extra round and get half the entry fee back. If none volunteer then choose randomly who plays the extra round at half price. If you happen to get a full 32 then just play as 32.
