If you restrict the number of players in each start to be a multiple of 4, you can let everyone play two rounds and draw for byes later. With the actual numbers, you'd have 16 early players play down to 4, and 4 late players play down to 1. Then the 5 winners would be randomly drawn into the round of eight; 3 would get byes.
In Las Vegas we need only one round of the masters played on the first day, so we need only to restrict the number of players in each start to be a multiple of two, which of course it has to be anyway. In practice Howard usually fills his masters brackets, but we can handle non-full fields without knowing in advance how many players we're going to get.
