Thoughts on two Masters start times, and unfair and unequitable byes.

I am not one who normally cares about tournament formats or how byes are handled or when the field should be cut off at a certain number but it felt really wrong how the draw came out. I asked Gregg Cattanach at the time about the draw because it felt really wrong but again, I'm basically ignorant on the subject so I was only inquiring (and still am), not accusing (yet!).
Here is what happened. There were two start times, 2pm and 7pm I believe, per normal. There ended up being 20 people in this event, 16 ppl in the early round and 4 ppl in the later round so...there were 8 byes in the early start round and only 4 matches. In the later round everyone got a bye. In Masters events where it is sometimes offered to enter the round of 16 instead of the round of 32 for twice the money this many byes/ppl who were forced to play seems like a huge deal. It still feels wrong to me. I don't know if they should have cut the field off earlier or what to make it right, but to me it didn't sit well."
Neil replies...with all due respect to the staff and management, this is atrocious and opens up all sorts of scummy tactics involving choosing a later start time to try to have better chances of a bye or starting early if lots of late starters and buybacks are expected, again hoping to have better chances of a bye.
Financial equality is a must in jackpot events with more than 1 start time. We've allready discussed here at this forum how to fairly handle 12,24, or even 48 players. You play down to 3 players and then draw a bye and that player getting said bye pays 1/12 of the pot to each of those two who don't get the bye. Now everyone's equity is 1/3 of the pot and the only thing at stake with the bye is a better chance to win a trophy and the title.
We could come up with a fair method to handle 5 players (I have one but won't discuss here) but wouldn't it have made more sense with 20 players to just give half the entry fee back to those 8 who didn't get a bye and reduce the prize pool by that ammount?
Masters should be run without first round byes if possible. Perhaps buybacks will make it an even bracket of 32 or perhaps a couple players will pay double to get to the rd of 32 (thx Howard Markowitz). In the event an unfair number results, those not getting byes can be compensated (again realizing that it is fair to stop at 24 players)
