Masters should be run without first round byes if possible. Perhaps buybacks will make it an even bracket of 32 or perhaps a couple players will pay double to get to the rd of 32 (thx Howard Markowitz).

Reliably getting a full field is practical only for tournaments that are both large and well-established. Bill Davis does it by limiting his masters event to 16, and he has a much larger event.

Actually, that would be my recommendation for Atlanta as well -- limit the Masters to 16 players. Making it a round shorter will help with the schedule as well.
