Is this a cube (trick) question? I would give that serious thought at this score. Is hit+fan (22/36 * 1/4 = 15%) a market loser? Blue's checker distribution leaves something to be desired, which probably means the answer is "not quite".

Everyone plays 24/20*. In my mind only candidate fives are 20/15 and 23/18, and the latter ain't much of one. Blue has the race lead so he's not looking for an anchor. Starting the 18-point puts a checker where opp can most easily hit it this turn (other than slotting the acepoint with 6/1 :).
