How to play illegally

I think there should be some sort of time penalty (or forfeiting your delay on future roll), but I'd rather it be instituted in a way that didn't end the match by illegal play if one player was under a certain reserve time.
Does chess have any specific rules for making illegal moves in time pressure? I'm pretty sure an illegal move in blitz chess is an automatic loss.
How about this: for making an illegal move, you incur a 30 second penalty. If you have under 30 seconds of reserve time, then you lose all of your reserve time but do not forfeit. If you have zero reserve time and you make an illegal move, then you forfeit. The second scenario can only happen if you've made two illegal moves after you ran you reserve time down below 30 seconds.
Replace 30 seconds with whatever time you like.
