I made the assumption the the tournament requested you bring your own board (This asusmption may be incorrect for this case, but you can correct me). The tournament didn't tell people to hold chouettes. There is some responsibility by a tournament director when a player is asked to do something, and then some event occurs (like theft).

The ABT itself (not the individual directors) should do what they have to mitigate theft directly related to the scope of the tournament.

And on a final item, and I never posted this before. I disagreed with how the ABT handled the Ray/Elayne situation and the denial of entry for that event.
