In many circles, failure to satisfy a gambling debt is considered more reprehensible than failing to pay (e.g.) the rent. I'm not aware of any state that considers nonpayment of a debt to be a crime. It's true that debtors' prison made payment more difficult, but the main idea was punishment, not restitution.
The traditional rule is that gambling debts are not legally enforceable, although that has probably changed in states (like Nevada) where =the gambling in question is specifically sanctioned by the state.
I do agree that the legal enforceability issue does not answer the question of whether the debtor should be banned from tournament play, but it does bear on the question of culpability. Theft, on the other hand, is a crime. On the third hand, however, if the player never had any intention of honoring his losses (which is hard to prove), that would be fraud.
