I don't know what debt you can go to jail over, aside from a failure to pay child support.
Generally speaking, if you stiff someone (let's set aside the gambling issue) it is a breach of contract. A civil cause of action. Even if you sue and get a judgment, and the other person refuses to pay the judgment, you still can't send them to jail. You can garnish their wages, put a lien on their house, etc., but that's it.
If I stiff you on a $500 debt, or if I steal $500 from your wallet, the financial result is the same. Either way you're out $500. But only in the latter case will society send me to jail. I see where you're coming from on this, but if someone feels theft is scummier than refusal to pay a debt, I have a hard time arguing with them when the law has looked at it the same way for centuries.
If someone really did steal another player's board, my first thought is not "how come they still get to hang around the tournament" but "how come this hasn't been reported to the police." Maybe the actual situation wasn't so clearcut. Then again, there was a guy who pulled a knife on me during a chouette, and they still let him hang around the tournament, so there you have it.
