You seem to have some misunderstanding about what the ABT is. It is not a entity that controls backgammon tournaments. It merely collects the results in order to awarding trophies at the end of each year and keeping life-long points totals. That's all it does.
The directors of each tournament have to meet some trivial criteria to have their event counted in the ABT points, but no one goes to Bill Davis to enforce any rules or deliver sanctions to players at their tournaments. All of that is up to the individual directors, completely.
On the subject at hand, I think there IS a concrete difference between burglary/theft and failing to pay a gambling debt. It was my policy that as a tournament director it was not my role to attempt to enforce the payment of gambling debts. Chouette play is not a sanctioned part of a tournament (and likely IS illegal gambling in the view of the law).
Misbehavior inside a tournament can and should be punished by the tournament director (and other directors) by barring players from such tournaments. And such a player also could be barred from merely appearing at the tournament to find side action. But it is up to the participants in a chouette and those participants alone to deal with the issue of getting paid at the end of the evening (like settling up at intermediate times, especially with players you aren't familiar with.) This is my personal opinion, of course. I think you ask too much from directors to attempt to enforce gambling debts incurred outside of their events (even if that activity happened on the premises of the tournament.)
