The way we handle it in Chicago is that we trust everyone in the chou to pay UNLESS they have a history of not paying, in which case we either don't allow them to play or we insist they put up money in advance. If it is a stranger, we do use the pay every 10 points rule (if the stranger is down)...if the stranger isn't down we generally just shut up and keep playing.
We rarely have a "total stranger" that is unknown to us join in the first place, but it has happened on occasion, and one of us usually "screens" him to find out if he is a legitimate player who understands the game and the stakes, and we still collect every 10 points.
There are presently 3 people in the city of Chicago who have not paid losses, and they are simply not allowed in the game, but none of them owe over $500.00, so it is not a great concern or problem.
