This question cannot be easily answered. AFAIK only one person has every done a systematic study of clocked matches. We need more of that. (Most fast players are going to say "2/12 is more than enough" and most slow players are going to say "2/12 is not nearly enough". And the moderate players and the open-minded ones are going to say "tough to tell".)
One issue is what you get used to. If trained, for example, over hundreds of hours at 1.5/10 then 2/12 might seem like a breeze. But flip that to longer settings and it's likely to be a struggle in many matches.
The settings should be tailored to the time available for matches. For events where there are only one or two matches per day, very loose (large) settings are probably OK. If the director is trying to fit the matches on a 2 hour or even 2.5 hour schedule, then tighter settings (and/or shorter matches) are needed. (Probably stating the obvious, but from some of the answers I see I don't think it's obvious to everyone.)
What is the criterium? Should 95% of matches be completed in the allotted time? 99%? (Don't say 100% or you get sent back to statistics 101.) Someone should do deeper studies on this to get a good answer. Simulations would probably do a pretty good job setting the guidelines as it's difficult to compile real (human) data in a reasonable time.
