Couple things:
Others know WAY more about this than I, but isn't there a group headquartered in KC who have promoted (and gotten support and participation) for local no-entry fee events? How's this working? I think it was doing OK last I heard. For example Sean Garber told me last year that the Indianapolis club (which meets every week) devoted one club meeting per month to this -- i.e. no entry fee, no sidepool. (I think the results were included in the regular club standings.)
(From memory so beware...) At one of the Indiana Opens maybe 10 years ago there was a special side event where EVERY Open, Advanced, Intermediate, Novice player was entered. Zero entry fee, $500 prize pool provided by the promoters. 5-point matches with handicap -- which was the difference between levels. E.g. Open vs. Novice meant Novice started with a 3-0 match lead. (I think there were four divisions but maybe only three.) The event didn't seem to go over too well with some of the higher division players. I believe more than a couple simply forfeited. It was never tried again (at Indy, anyway).
