At the risk of violating some unwritten trust, I think it's time to (start) answer(ing) your question. Present at the meeting:
Head of the (S end of the) table -- Fogerlund.
West side of table: Gibson, Munitz, (empty chair), Covlin, MCG, (whom am I forgetting?)
East side of table: Bower, Reklaitis, Maier, Rice, Kazaross, Slomkowski, Berg.
(Frank Talbot arrived very late and I don't remember him saying anything as we were pretty much finished.)
Quite a bit of (non-contentious) discussion occurred once we got started. Rather than to go through all the points, I'll just stay with the conclusions (as I heard/understood) them.
Ray would be in charge, meaning the end of the line when it comes to decision making. He also will (voluntarilly) initiate the discussions with Darouge (sp?) whose site will be used (with modifications) for posting a ELO ratings and W/L list.
All ABT events from 2009 will be input (assuming past drawsheets can be accessed), and specifically Open and Masters matches > 4 points in length.
There will be a cutoff (level not cemented but entry-rating + 50 points seemed to be the default) below which no one's rating+record will be public but above which everyone's will.
No taxes will be levied but instead donations will be accepted to offset programming changes to the website. Data entry would be voluntary+gratis by committee members.
The only new 'burden' (maybe too strong of a word) on directors is the request that forfeits be indicated as such on the drawsheet since the consensus(?) was that forfeits should not be included as input for either player involved. The implication was that directors would be asked for their approval for someone to photograph the drawsheets but I don't remember this being detailed.
Everyone agreed that this was plenty of work for a start. Things like intermediate and beginner (separately tabulated) ratings, European event ratings, and participation point tabulation were shelved until next year. It was emphasized that since the data is kept on this relational database 'forever', if a future change/improvement is decided upon (e.g. shifting the ratings entry-point), such could be backfit at any time in the future.
There was some discussion of permitting a player whose rating is below the cutoff to access (only) his own rating. However the details of that would need to be worked out (most importantly things like authentication) so from what I heard this also is a possible future enhancement but won't likely be implemented this year.
Worth noting is that although things besides the ratings list were brought up (e.g. national organization with membership, ideas on attracting more US players), the meeting kept the focus of its original charge as indicated in Stick's initiation e-mail a couple weeks back.
