I'm probably the biggest "broken record" here, and I've said this multiple times before, but...
1) I asked Butch Meese a long time ago about this situation you describe: player A has rolled, made a legal move, reaches for the dice and touches (even slides) them. Player B rolls and then player A says "I wasn't finished". Butch said (with the caveat that he always treats a situation as unique so he's not locked into anything he says 100%) that in such a case his default is to say that player A's roll was completed and player B's (purported fast roll) stands.
2) If the "no touching/moving the dice without verbal consent of opp) once that are legally flat on the board" (paraphrased rule was enforced consistently, some of the problems would go away, IMO.
I'm not arguing that the rules couldn't use some rework as you've been vociferously advocating for some time. But loose/lax enforcement of whatever rules exist can be a problem no matter how good the rules are. People should follow the rules that exist already, and if they don't like them, go to the (painful) effort of getting them changed.
