Generally, I find that the best way to counter a bully is to stand up to him (it's far more often "him" and not "her"). Most bullies are used to a gentlemanly or benefit-of-the-doubt-giving reaction, and take advantage of it.

If you show no tolerance for the average bully's BS, he will back off.

Then again, some bullies are just psycho--compulsive gamblers prominently among them--and you have to be wary of that possibility.
