Proper etiquette?

In Response To: Clocks preferred in some events at Towson MD ABT event in October (Barry Silliman)

I've never played in an event where either player (unilaterally) may determine if a match is clocked. I'm trying to figure out what the proper way of handing the interaction is. Anyone thought about this (or better yet, had experience with it)?
