Proper etiquette?

I would think that a statement: "I find that, without a clock, I play too slow and hold up the tourney" would do it. :-)
In my case there is a lot of truth to such a statement.
At Novi in one of my Open matches I played a familiar (and nice) person. He politely said he preferred not to take me up on my offer of playing on the clock. As he had previously said something similar and I talked him into it, I felt it fair to honor his request this time. (BTW, Novi Open division was clocks-and, i.e. both player A and player B must consent to use a clock else the match will be unclocked. So different than the Ty's we're discussing here.)
I played overly slowly and he (IMO) played even slower than I did. We were the second to last match to report a score in round 1. Fortunately we were still OK on time and I was able to talk my second round opp into playing on the clock, which helped me get back to about average for the field.
Slow play is contagious. I've known that for nearly 20 years.
