He could bet post-flop. If you raise he's still getting 7::1 and he can then decide if you have him beat. With those odds, though, he should call. Any other action by you and he's glad he led out. Even when you reraise he may have put some concern in you. (Well, maybe not YOU specifically, but against most players. :)
