They do discount some Bill, its called flying "Standby". What most airlines do in these tight times is rearrange the flight schedules to maximize the occupancy of an aircraft, whether by changing planes to ones with different seating capacity, or combining 2 approx half full flights into 1.

When was the last time you were on an airplane that wasn't full or almost full?
