Definition of luck-to-skill ratio

You could say that luck always decides x% of the matches, while the other (100-x)% is divided up by the skill ratio, much the same way it is in chess.
I'm not sure that the luck factor is all that huge though in an 11pt match between Stick and a 5 year old kid who learned the rules today though.
The more one learns about the game, the more one learns to manage the luck. I think that "luck management curve" is intensely steep at first, and then levels out a lot, so when most people think of the luck factor in a bg match between Stick and someone more casual, they are talking about that casual player as if he has passed through the steep part of learning curve, and understands concepts like primes, making inner board points, taking less risk as the game goes on, etc.
Tom Keith's MWC percentages basically reflect everyone who is past that steep learning curve.
