Definition of luck-to-skill ratio

Well, we were talking about a ratio. I'd say "high in skill and luck" is kinda meaningless because there's no absolute definition of "high," only a relative scale on which we can say there's more skill than luck or vice versa.
Let me take your example to an extreme. Say the rules are that we play a game of chess, but afterwards we're going to flip a bunch of coins such that the outcome of the chess game only has a 1% chance of standing up (the other 99% of the time the winner is simply determined by a coin flip). Or it could be a 0.01% chance. Would you still say there's just as much skill in this game as in a regular game of chess, even though 99% of the time the skill is going to be completely irrelevant to the outcome? I would have a problem with that reasoning.
