Seems as though White is shy of a take.

White wins on Blue's 3-1 and 3-2 (11.1%), when Blue fails to roll double 4's or higher (or 3-1, 3-2) and White then rolls 2-2 or higher (29/36 * 5/36 = 145/1296 which is about 11*13/(100*13) = 11%) or Blue rolls 2-1, White fails to roll 2-2 or higher, and Blue then misses (2/36 * 31/36 * 7/36 = 434/(36^3) ~ 12*36/(36^3) = 1/108 ~ 1%) or when Blue rolls 1-1, White fails to bear off on his first chance, and Blue then rolls 2-1. Given that up to this last scenario White wins only 23%, there's no need to do the last smidgen calculation.
