It doesn't necessarily mean you have low cube ownership equity, although in most situations that will be true.
Perfect cube efficiency occurs when you (re)double your opponent (in or out -- doesn't matter if he drops or takes) exactly at his/her drop/take point. If you're (re)doubling your opponent far from his drop/take point you have considerably less cube efficiency. High cube ownership equity occurs when you take cubes which -- when they reach a (re)doubling point, are in fact close to the drop/take line. I.e. high cube ownership equity positions are ones which can often lead to very efficient cube turns. (There is certainly some correlation with volatility here -- positions with low volatility are more likely to lead to these kinds of doubles than high volatility positions, but one must be careful not to take this fact too far.)
In these extremely late matchscore situations you often have little to lose by (re)doubling at just a sniff of market losers, so you often are far from your opponent's drop/take point.
This is a qualitative explanation. There are quantitative arguments to back it up -- just don't have the time at the moment to go into that.
